<p style="padding-left: 150px;">The &#8220;wisdom of crowds&#8221; is capturing the attention of corporate strategists across the globe, and, as a result, many are now looking to prediction markets â€” speculative markets in which traders collectively predict future events â€” to generate collective intelligence. For enterprises, prediction markets bring unique value: <strong>They focus on the future, aggregate diverse information pools that can be applied to multiple decision-making domains, create streams of actionable data suitable for executive decision-making</strong>, and can often cut through corporate politics and pressures at lower cost than traditional forecasting methods. Market researchers will, however, need to have an active hand in the management of these <strong>mechanisms</strong>, ensuring strong management support, the right incentives for traders, and a focus on appropriate questions. When executed properly, the value to the enterprise is enormous; as a result, <strong>Forrester believes that prediction markets will ultimately find a permanent home in the market research toolbox.</strong></p>

State politicians have a big problem: theyâ€™ve made lots of promises and are financially unable to keep all of them. <strong>For the states, pension and health care promises made during expansionary times are unsustainable if tax revenue does not keep growing.  </strong></p>
<p><strong>There is no discussion of shrinking government in order to make up for the short fall, and no politician wants to be the guy that raised taxes.  The race is on for alternative sources of revenue.  </strong></p>
<p>Some states are considering selling off their infrastructure to investment firms to meet budget shortfalls (there is more talk than action on this). These one-off injections will, no doubt, quickly be allocated to pork projects and wasted. When that money is gone, the state will still be under-water financially and have nothing left to sell. Will the recurring revenue of gambling be able to make up the difference?</p>
<p><strong>States are already turning to gaming revenues to help close budget gaps.</strong> Pennsylvania now has approval to open commercial casinos, and it seems Massachusetts is going to be next. Although it is a biased source, an American Gaming Association funded study concluded that, â€œ&#8221;&#8230;[A] new casino of even limited attractiveness, placed in a market that is not already saturated, will yield positive economic benefits on net to its host economy.&#8221; So far, so good. Legal gaming in the US has been a positive sum game, at least as far at the politicians are concerned. Total tax revenue has grown as more gaming capacity has been added nationwide.</p>
<p><strong>Legalizing gaming to increase tax revenue is a popular idea; </strong>Ohio is putting it to a vote (it had previously voted No on casino gaming in 1990, 1996 and 2006) and Marylandâ€™s politicians are slowly working on the details as they suck in millions of dollars in campaign contributions from interested parties. The assumption is that more gaming will continue to lead to more tax revenue. This shortsighted view, in the long run, will come back to haunt the tax payers. Any new casino will haul in cash, but as the market saturates and consumers become jaded, rosy initial-growth assumptions wonâ€™t come to pass. An unfortunate reality of politics is, just like with the tobacco settlement, anticipated tax revenue from these casinos will be spoken for long before they are earned. If they casinos fall short, the tax payer will be making up the difference between what was promised and what was earned.</p>
<p>What happens when the market becomes saturated? Presumably there is some limit to the amount that US consumers can fritter away on something as unproductive as gaming. <strong>Overtime, the more casinos that are built, the more the revenue per casino will shrink</strong>. At some point, there will be a nasty battle between states to secure their share of the gaming revenue and keep it from their neighbors.</p>
<p>This leads us to Mr. Patrickâ€™s foolish proposal to criminalize an activity just because he canâ€™t tax it. It is a clear give away to the gaming interests that the residents of MA will pay a high price for. It is short sighted, heavy handed, and, if it passes, will turn approximately 8% of Massachusetts adults (based on nationwide rates) into criminals overnight.</p></blockquote>

<p>Prediction markets are markets for contracts that yield payments based on the outcome of an uncertain future event, such as a presidential election. Using these markets as forecasting tools could substantially improve decision making in the private and public sectors. <strong>We argue that U.S. regulators should lower barriers to the creation and design of prediction markets by creating a safe harbor for certain types of small stakes markets. </strong>We believe our proposed change has the potential to stimulate innovation in the design and use of prediction markets throughout the economy, and in the process to provide information that will benefit the private sector and government alike.</p>
<p><strong>Introduction</strong></p>
<p><strong>Prediction markets are markets for contracts that yield payments based on the outcome of an uncertain future event, such as a presidential election, the release date for new software, or the action taken by the Federal Reserve on short-term interest rates. <em>A key benefit is that the market price of these contracts can potentially provide more accurate forecasts of future events than other methods</em>. </strong>Using these markets as forecasting tools could substantially improve decision making in the private and public sectors. They also can help manage risk more efficiently. It is precisely because prediction markets have great potential that we think the government should facilitate rather than hinder the introduction of these markets.</p>
<p>There are significant regulatory barriers to establishing prediction markets in the United States, in part because they are potentially subject to gambling laws. We argue that U.S. regulators should lower barriers to the creation and design of prediction markets by creating a safe harbor for certain types of small stakes markets. We believe our proposed change has the potential to stimulate innovation in the design and use of prediction markets throughout the economy, and in the process to provide information that will benefit the private sector and government alike.</p>

<p><strong>Conclusion</strong></p>
<p>We believe prediction markets can significantly improve decision making in both the private and public sectors. One of the clear benefits of allowing small stakes, non-profit markets to operate would be the greater use of prediction markets to <strong>inform both public and private decision making.</strong> A second benefit would be that access to better information could promote <strong>greater transparency and accountability in decision making.</strong> A third benefit might be that other countries and regions would promote prediction markets with more sensible regulation. Finally, we think there would be benefits from the development of new knowledge on how to design prediction markets.</p>
<p>We are aware that Congress did not intend the CFTC to regulate gambling and we believe that it is important to design this safe harbor in such a fashion that socially valuable prediction markets can get in, but gambling markets cannot.</p>
<p>Prediction markets have great potential for improving economic welfare and the decisions of private and public institutions alike. To help achieve that potential, the regulatory impediments to the use of prediction markets in the U.S. should be lowered. Here, we have suggested one approach for reducing those regulatory barriers.</p></blockquote>
