Chris: How about forming a hedge fund partnership that facilitates event contract trades within the partnership?

Jason Ruspini will maybe object that prediction markets are too thinly traded for the serious money.

Phase 1: a group of prediction markets advocates meet in a pub to write their charter and software requirements
Phase 2: Congress rolls back legislative constraints
Phase 3: the exchange goes live, draws a lot of liquidity, press, scholarly and policy application successes
Phase 4: the partners retire in comfort, knowing they have helped society in a small but significant way
